AQUITARIANS A race with a rather authoritarian form of government. In Chute they showed a very limited willingness to settle differences with Voyager peacefully. This might hint at a more general xenophobic attitude. In fights with Voyager they didn't seriously damage the vessel, so it seems that their weapons systems are inferior to those of the Federation. The existence of a group of freedom fighters, the Open Sky movement, clearly shows that part of the population feels oppressed by the current government.
