Ten Forward Network Rules and Regulations
The following states information regarding executive obligations, promotion recommnedations, and project guidelines. All officers in Ten Forward are expected to follow them.


OBLIGATIONS OF DEPARTMENT HEADS AND DEPUTIES

The department head is required to provide the following:

  1. Submit to the Fleet Admiral and Admiral bimonthly reports. These reports should contain details on all current projects and other relevant information. The Admirals will be expecting this report during the second and final week of each month.
  2. Clear all departmental projects with the Fleet Admiral before beginning, and complying with the project regulations (listed below in the project regulations and guidelines section).
  3. Notify the Promotion Manager/Coordinator (Commodore Fox) during the last week of the month of the officers who have performed beyond expectations and are deserving of an officer award. These would include the Officer of the Month Award for achievement, the Outstanding Citizenship award, or the Unsung Hero Award.
  4. Submit to the Executive Editor (Cmdr. Tigris) prior to the last week of the calender month a summary of what has occurred in the department. The information in this summary will be placed in the newsletter and mailed to all addresses on the mailing list during the first or second week of the next month.
  5. Ensure the department is functioning properly and all tasks are allocated fairly amongst the department members.
  6. If the Deputy or Vice Deputy is not performing to standard, the head may request the officer be relieved of his/her position. The head would contact the Fleet Admiral and explain the situation in detail.
  7. The head must submit to the Promotion Manager/Coordinator (Commodore Fox) a list of all officers he feels are ready for a promotion at the end of the month. These recommendations would be based on the guidelines listed below in the promotion guidelines section. A reminder that due to the position, a head's promotion recommendations would be taken very seriously.
  8. If the head fails to submit bimonthly reports and newsletter summaries, he/she will be asked to step down as head. All department heads MUST follow the above protocol.

The Deputy Head and Vice Deputy Head are expected to provide the following:

  1. Report on a regular basis to the Head regarding departmental projects and activities.
  2. Carry out any task the head hands them. If the department head is unhappy with the performance of the deputy or vice-deputy, he/she will be removed from their position depending on the situation.
  3. If there is an interdepartmental conflict between officers, the deputy and vice-deputy will take their concerns directly to the counselor designated to that particular department.


DEPARTMENTAL PROJECT GUIDELINES

If you are interested in starting a project you are required to do the following:

A) If you are a department head

  1. You must submit a detailed proposal of your ideas to both admirals for approval before any official work has begun.
  2. Once the project has been cleared by the admiralty you must discuss this proposal with your executives.
  3. Your departmental homepage must be updated to include this new project so that members are aware of this new opportunity.
  4. The head and the rest of the department executive may then allocate tasks pertaining to this project to officers of their choosing within their respective department.

B) If you in a department but are not the head

  1. Submt a detailed proposal of your ideas to the head of the department. If the head feels the proposal is worthy of further development, the head would then discuss the proposal with the admiralty.
  2. If the project is approved by the admiralty the head of the department would then designate tasks for the project to other members after discussion with the member who initiated the project proposal.
  3. The initiating member will be designated as the project leader and will report weekly to the head who will then report bimonthly to the admiralty.

PARTICULARS

  1. You may NOT plagiarize anyone else's material. Information MUST be stated in your own words.
  2. You may NOT utilize members which are not within your department without the explicit permission of the respective department's head.
  3. Members of a department cannot be involved in more than one project at a time without the explicit permission of the head.
  4. After the completion of the project due credit will be given to the initiating member. However, the initiating members may NOT claim the project as his or her own after it has been designated as a departmental project utilizing Ten Forward resources.
  5. Once a project is complete all images, html files and or scripts must be placed in a zip file and sent to the admiralty for archival purposes.


PROMOTION RECOMMENDATION GUIDELINES

Time and Method of General Promotion Recommendations:

  1. During the second to last week of each calendar month, officers of the rank Lieutenant-Commander or above or anyone who holds the position of deputy or vice-deputy within a department is expected to submit to the Promotion and Command Code Manager a list of those officers they feel are worthy of a promotion via the promotion form page.
  2. There are many reasons as to why one may feel an officer is worthy of a higher rank. As a general rule possible promotion candidates must meet the criteria listed here for their particular rank.

In order to make promotions within the Ten Forward Network more fair and just, officers are expected to comply with the following guidelines.

Recommendation Guidelines for promotions to Senior Rank or within Senior Ranks:

Lieutenant to Lieutenant-Commander
Lieutenant-Commander to Commander
Commander to Captain

  1. Senior promotion recommendations should only be submitted by departmental executives regarding officers WITHIN their department. This is because the executives are in charge of monitoring the work and efforts of the officers within their department and thus know best as to who is deserving a senior promotion.
  2. There may be instances where an officer aides another department for whatever reason. Due to this, senior promotion recommendations may also be submitted by officers in other departments WITH the addition of a small description stating why that officer believes the officer in question is worthy of a promotion.
  3. Officers may only be recommended to senior rank IF they have contributed within a department. There has been some confusion as to what constitutes as departmental work valued towards promotions. To clarify this we have assembled a few guidelines. In order to be eligible for a senior promotion, officers in question must comply to the following:

    • Carrying out allocated tasks promptly and effectively.
    • Reporting to their head or designated superior on a regular basis.
    • Being constructive and offering project ideas.
    • Being able to work well in a team environment, cooperating with fellow officers.
    • Being available for contact. Either in Ten Forward or via email/ICQ.
    • Only working on projects cleared by the head. Should an officer work on a project on his or her own without receiving the explicit permission of a head, his/her work will not be valued towards a promotion.
    • The officer must be a good communicator and know how to write accurate reports without large quantities of spelling and grammatical errors.

  4. We would like to remind you that senior promotions are taken quite seriously. For this reason we ask those submitting recommendations to use their best judgement and discretion.

Recommendation Guidelines for promotions within Junior Ranks:

Ensign to Lieutenant JG
Lieutenant JG to Lieutenant

  1. There are no restrictions regarding junior promotion recommendations. Anyone who is of senior rank or holds executive status within a department may recommend an officer despite positioning in the Ten Forward Network for a junior promotion.
